Independent Economic Researcher


Madame Pham Chi Lan is working as an independent economic researcher. She is a member of the National Council for Sustainable Development and Competitiveness Enhancement (which was set up by the Government of Vietnam in May 2012). She is cooperating with various research institutes, universities, government agencies, business associations, NGOs and media on research and community activities.

From Sept. 2014 to May 2016 Mrs. Lan joined the research and editorial teams sponsored by the Government of Vietnam and the World Bank to make the Vietnam 2035 Report.

From 2007-2009 she was Vice President of the Institute for Development Studies (IDS), a private research institute in Vietnam, from its establishment till its dissolution.

From 1996-2006 Mrs. Lan was an advisor to the Prime Ministers of Vietnam at the Prime Minister’s Research Commission (PMRC), at first as an associate member and from 2003 as a permanent member until PMRC finished its role in August 2006.

From 1966 to 2003 she worked at Vietnam Chamber of Commerce and Industry (VCCI). She held important positions at the VCCI such as Head of International Relations Department (1983-1989), Deputy Secretary General (1989-1993), Secretary General (1993-1997), Executive Vice President (1997-2003).

Her fields of expertise include participating in the formation and improvement of the institutional and regulatory framework for business, private sector and economic developments in the reform process in Vietnam, as well as in expanding business links between Vietnam and the outside world, and promoting Vietnam’s international economic integration. She also participated in wide range of activities in Vietnam and abroad for the development of SMEs, young and women entrepreneurs, gender equality, equity and inclusive growth, civil society development, education and training, environment protection, as well as regional and international cooperation in these fields.

Mrs. Lan graduated Foreign Trade University in Hanoi in 1966. She is married with one son.
